The Centre for Public Health Law is organising a Double credit course on International Right to Health by Mr Anand Grover, Senior Advocate, Supreme Court of India from 6th August to 12th September, 2021. Mr Grover was the UN Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health (Right to Health) by the UN Human Rights Council from August 2008 to July 2014.

The course focuses on the development of an international right to health from various human rights treatises.?It then discusses the interplay and implications of such a right on other crucial issues like:

  • The HIV/AIDS movement and Vulnerable groups,
  • The impact that TRIPS and IPR have on access to medicine,
  • The impact of other free trade agreements and ISDS on access to medicine,
  • The COVID-19 Pandemic and Responses to it.

The course has been uniquely designed in terms of pedagogy which is learner centric. Class engagement, debate and discussion are encouraged throughout the course. Students will be asked to examine, reflect on, and critique public health and economic strategies through the right based approach to health.

We have received a tremendous applause from the student’s currently enrolled in the course. They appreciate the dialogue based learning which provides equal platform to everyone to share their experiences and learn from it. Consequently, since the beginning of the course from August 6, we have been receiving a lot of queries and requests to open the course for law teachers, non-nluo students, researcher scholars, doctors, lawyers, public health practitioners and various other interested people. “A conference on – ‘Odisha’s Justice System: Capacity Assessment.”

“A conference on – ‘Odisha’s Justice System: Capacity Assessment.”

21 Jul 2021

Over the last two India Justice Reports (2019 and 2020), the capacity of Odisha’s justice system has shown a need for improvement. The drop in rank from the 7th (IJR 2019) to the 11th (IJR 2020) spot is mainly attributable to structural deficiencies in the judiciary and prisons ‘pillars’; sliding from the 9th to the 15th rank, and from 5th to 9th respectively. A deeper dive into these pillars throw up familiar problems: rising vacancies (including 1 out of 3 medical staff and officers ‘missing’ across prisons), stagnating or declining diversity, a declining case clearance rate in the subordinate courts contributing to the backlog and a growing trend of undertrial prisoners over a 5-year period.

?resent responses shaped by structural challenges and acts of commission and omission will inevitably shape the future delivery of justice, and therefore there is a need to seize the moment and redouble efforts to engage constructively and holistically in the repair and reconstruction of the justice system.

?his Conference is a joint effort; organised by NLUO (Cuttack) and the India Justice Report team. It seeks to present Odisha-specific insights to the honourable custodians of the four pillars of the formal justice system i.e. judiciary, police, prisons and legal aid. It hopes to engage practitioners, duty holders within the system, civil society and academia and enrich ongoing efforts to improve Odisha’s justice system.
