The Committee had organised the 1st NLUO National Essay Writing Competition on Animal and Environmental Law and Policy, 2019 in the previous semester.

Topic – Working with the Constitution: A Reality Check
On 1st February, 2020 the Informal Discussion Group of NLU Odisha organized a guest lecture with Mr. Abhinav Sekhri, who is a practicing lawyer in New Delhi. This time the session took place in the conference hall in the admin block. The lecture commenced at 3:10 pm and continued for 1:30 hours, with one hour reserved for the lecture and half hour for the question answer session.
The main focus of the session was on section 144 of the Criminal Procedure Code. The guest believed that section 144 acts as a blanket which can cover every act. Thereafter, he stated that the objective of section 144 is to take away the ability of an individual to perform lawful activities as the situation demands for a temporary period. Thereupon, he discussed the parameters for justified use of section 144 and stated that therein the police have to use their minds, the victims have right to be heard and to appeal against the order. The guest also made certain references to the laws in US.
According to the guest, another gap in section 144 is that the police action under this section does not require any evidence. He stated that the number of people committing a crime would be more than the number of people who are actually punished by the law. In the case of section 144, the grounds on which people are arrested is based on the discretion of the police. The guest believed that unchecked police power is leading to disproportionate effects.
Further, the guest discussed the case of Anuradha Bhasin v Union of India where a series of orders under section 144 were passed in Kashmir. It was also stated that section 144 can be used in apprehension of danger as well. Later, the case of State of Bombay v Kathi Kalu was also discussed. It was held that mere questioning of the accused by a police officer will not amount to coercion and custodial investigation cannot involve a lawyer.
In conclusion, the guest said that there’s a lot of gap between imagination and reality. Police powers are necessary but if they are too broad, they are going to be violated and there would be indiscriminate use of powers. The question-answer session began at 4 pm. The first question was related to the source of rights of the victims. The guest answered that the major source are the statues. Then a member in the audience suggested that surveillance can be used to prevent police brutality. Then another question was whether provisions of section 144 have been challenged in the court. The guest believed that it is difficult to take down section 144 unless the vacuum created due to its removal can be filled.
The session culminated with handing over the token of gratitude to the esteemed guest by our Registrar Dr. Yogesh P. Singh.

ABOUT THE CONFERENCE
The Conference is one of its kind and is being conducted on an international level with the aim of assessing the application and regulation of the current international and national maritime legal regime vis a vis the ever-growing maritime industry. UGC-MHRD yearlong celebration of the 70th Anniversary of the Constitution Day: 2019-20″””””””

To mark the anniversary of the adoption of India’s Constitution on November 26, 1949, in 2015 the Government decided to observe 26th November as ‘Constitution Day’ or Samvidhan Diwas. On this day in 1949, the Indian Constitution was adopted which came into force on January 26, 1950 marking the beginning of a new era in the history of India.
The ‘Constitution Day’ will be a part of year-long nationwide celebrations starting from 26th November, 2019 during which a number of activities with special emphasis on Fundamental Duties have been planned by UGC throughout the year with the active participation of HEIs. As the part of a yearlong celebration, UGC MHRD has nominated National Law University Odisha as the State Coordinator for the State of Odisha. For the celebration, there are different competitions/activities which are proposed by UGC which are to be conducted till 26th November 2020. These competitions include debating competition, moot court and mock parliament. Additionally, activities and competition like video/poster making competition, skit, tree plantation, workshops, lectures, panel discussions etc would be also be organised. As mandated by UGC the events have to be on the theme of fundamental duties as enshrined in the Constitution of India.
Dr. Owais Hasan Khan (owaishasankhan@nluo.ac.in<), Assistant Professor of Law, has been appointed as the Nodal Officer from NLU Odisha to coordinate the smooth conduct of the yearlong celebration.

Celebration of 71st Republic Day at NLU ODISHA
National Law University Odisha Celebrated 71st Republic Day in its Campus. On the morning of 26th of January 2020, faculty members, non-teaching staff and students alike gathered in front of the administrative block to celebrate the 71st Republic Day. The tricolour was hoisted by the hon’ble Vice Chancellor of the University Prof. (Dr.) Srikrishna Deva Rao to pay respects to the motherland. In his address, he reminded the audience about upholding the spirit of democracy. He called upon the students to excel in their individual skills and to be a part of the growth of the nation. A Plantation Programme was organised inside the campus to save the environment and to beautify our life as well as the campus., which was then followed by a cultural programme organised by the cultural committee of the University where students showcased some outstanding and magnificent performances and the audience was spellbound looking at their exhibition of talents.
Overall, the programme successfully infused patriotism within the campus.

On January 04th 2020, the Centre for Public Policy, Law and Good Governance of NLU Odisha organized a session by Vision India Foundation. The session started at 2:30 PM and was attended by first and second year students of the university. Mr. Anuj Shukla, a student of the second year, delivered the welcoming address and the introductory speech highlighting the work of the organisation and how it has been working through various awareness drives and fellowship programme to create leaders in the making.
The session was presided over by Mr. Kumar Shubham, Director of the Vision India Foundation. The theme of the session was “A Unique 11 Parameters Framework for Evaluating Governance in India”. It was an interactive session wherein Mr. Kumar Shubham talked about what governance and policy actually mean, explained policies of the present and erstwhile governments and answered queries of the audience using real life examples. During the session Mr. Kumar discussed about good governance projects, explained the thumb rules of governance and elaborated on the stakeholders involved in policy making and the parameters for judging a policy.
The session ended after a one and a half hour long discussion on good governance paradigm. The event culminated with handing over the token of gratitude to the esteemed guest by our Registrar Dr. Yogesh P. Singh.

“LexTech – Center for Law, Entrepreneurship & Innovation, NLUO Organised a?ne-day master-class on social entrepreneurship.”
LexTech- Center for Law, Entrepreneurship & Innovation conducted a One-Day Master-Class on Social Entrepreneurship on 7th January, 2020. This master class was conducted in collaboration with Youth for Sustainability. Youth for Sustainabilityis a platform by?strong>Human Circle?or the creative young minds of India to come together for experiential challenges that will broaden their mindset and move them closer to what they love doing. Their endeavour is to connect the top youth influencers with the industry leaders through an engaging platform. They have recently launched their Odisha Chapter.
The team of Human Circle invited LexTech centre for the pre-event and the opening ceremony of Odisha Chapter 2020. The pre-event had a video chat with Mr. Sonam Wangchuk, an Indian engineer, innovator and education reformists. He is the founding-director of the?tudents’ Educational and Cultural Movement of Ladakh?SECMOL), which was founded in 1988 by a group of students who had been in his own words, the ‘victims’ of an alien education system foisted on?adakh. He was popularised after the movie “3 idiots” for being the real life inspiration for the character “Phunsukh Wangdu”.?????/p>
The masterclass was conducted by Punyasloka Panda, an alumnus of Ashoka university explained the various nuances of Social Entrepreneurship helping creating a sustainable future. He discussed various success stories wherein regional cultures were integrated with entrepreneurship. The case studies provided a perspective on the use of cultural and regional customs & practices as an enabler to ideas. Subsequently, he conducted several activities involving networking, deliberations and idea generation directed at solving a specific social issue, thereby to cultivating and bringing out the skills required for social entrepreneurship. He concluded by laying down his future endeavours, including the Young India Challenge where he expects such ideas to be brought to fruition.
