CPPLGG is a research-oriented centre with a strong commitment to academic excellence and societal impact. Its goal is to provide a platform for students and researcher to engage in high-quality research, gain valuable skills, and collaborate with experts in the field. It is engaged in collaborative governmental research initiatives, contributing to policy development and generating meaningful solutions for societal challenges.
The Centre was instrumental in the launching of the KHOJ (Know Your High Court Judges) dataset which includes personal, educational and professional information across 43 variables about all High Court judges appointed between 6 October 1993 (since the inception of the collegium) and 31 May 2021. This dataset was prepared by the Centre for Public Policy, Law and Good Governance (NLU Odisha), Agami and Civic DataLab. dataset is now available on Justice Hub , an open-source platform for data related to the Indian justice system and accessible in a machine-readable format.
The dataset was a pioneering effort in India which created substantial avenues of further research on Indian High Courts. One can access some insights which emerged from the data as published by various media houses like The Print , Scroll , Leaflet , IndiaSpend and India Today .One can also access the article in Economic and Political Weekly which relies on the KHOJ Dataset to critique the pattern of appointments in the High Courts.

The Centre is founded with the vision that formulation, implementation and assessment of public policy should be based on strong empirical foundations and clear moral principles. The centre is dedicated to promoting transparent and fair functioning of democratic institutions as the central fulcrum to the ideal of good governance. The Centre is focused on emerging as the epicenter of quality research amongst University-based research centers. Toward that end, the Centre is focused on empirical research work in a variety of public policy areas and has tied up with civil society organizations to enhance the social value of the research being carried out. The Centre emphasizes working on evidence-based strategies that address societal challenges and promote sustainable solutions.

The Centre for Public Policy Law and Good Governance is offering Single Credit Course on “Theory and Practice of Reservation Policies in India”
“The discussion and debate on ‘reservation policies’ in India is often fraught with strong opinions and compromised by inherited biases, especially when it relates to caste-based reservation policies. The judicial history of how reservation policies have been handled by the courts is also complex. However, even in the legal fraternity, there is often not sufficient appreciation of the nuances involved in the debate and there is a tendency to reduce an extremely complex issue to the binaries of ‘good’ and ‘bad’. This course is an attempt to reach out to young legal minds and facilitate a more informed deliberation on caste based reservation policies in India.”

Single Credit Course on “Negotiation and Mediation Training”, MOHIT MOKAL MEDIATION
In response to the enactment of the Mediation Act 2023, and implementation of the CBCS policy at the National Law University Odisha (NLUO), the Centre for Public Policy, Law and Good Governance (CPPLGG) and NLUO Centre for Mediation and Negotiation (CMN), at NLUO, jointly hosted a Single Credit Course on ‘Negotiation and Mediation Training’. The course spanned over two days, for 16 hours, aiming to provide participants with practical skills in negotiation and mediation. Mr. Mohit Mokal, a nationally and internationally acclaimed professional, facilitated the course, exercising his extensive experience as a Certified Mediator and mentor.A total of 51 participants actively engaged in the course, contributing to enriching discussions and
collaborative learning experiences across varied backgrounds.

Guest Lecture by Shri. S.N. Sahu on “Election Commission in the Context of Legislative Intent of the Constituent Assembly: The Written and Unwritten Remit”.
The Centre for Public Policy, Law and Good Governance (CPPLGG) of NLUO organised a guest lecture on 19 March 2024. The lecture was delivered by Shri S. N. Sahu. He is an eminent writer and political scientist with over 40 years of professional experience. He has served in secretariats of leading Constitutional offices including the President and the Prime Minister. He frequently writes for leading journals and newspapers including The Wire, Scroll. The lecture was attended by the Vice Chancellor, Registrar, Students and other university faculty members.
He delivered a highly enlightening and thought-provoking talk, captivating the audience with profound insights and valuable perspectives on the topic of “Election Commission in the Context of Legislative Intent of the Constituent Assembly: The Written and Unwritten Remit”. He discussed the speeches of various leading members of the Constituent Assembly on the structure of the Election Commission. His lecture was modelled on analysing the recent developments in the appointment of the Election Commissioners.The lecture consisted of various points on the history of the Election Commission. He subsequently discussed the current state of the commission and the possible loss of public confidence in the institution and its effects on the polity. He also had an interactive session with the audience, discussing and answering questions on wide ranging issues including the future course of action for the Commission.

Panel Discussion on “ACCESS TO JUSTICE FOR VICTIMS OF DOMESTIC VIOLENCE”
National Law University Odisha (NLUO) hosted a distinguished panel discussion on the themes of Access to Justice for Victims of Domestic ViolenceThe event was organized by the Centre for Public Policy, Law and Good Governance under the aegis of the project titled “Addressing Domestic Violence in Odisha through Institutionalized Domestic Violence Response Protocols funded by the Human Rights Fund, Kingdom of Netherlands”).The session focused on the critical issue of domestic violence and explored the ways to enhance access to justice for victims through effective legal frameworks and policies. The discussion was led by Hon’ble Justice Gita Mittal, Judge Rupa Searight Goswami and Dr. Suman Dash Bhattamishra. Prof. Paromita Chattoraj moderated the session. The session was attended by more than 50 students and faculty from various law colleges.
