To mark the anniversary of the adoption of India’s Constitution on Nov. 26, 1949, in 2015 the Government of India decided to observe 26th November as ‘Constitution Day’ or Samvidhan Diwas.?/p>
This year ‘Constitution Day’ is a part of year-long nationwide celebrations starting from 26th Nov. 2019?till 26th Nov. 2020 during which a number of activities with special emphasis on Fundamental Duties have been planned by UGC-Ministry of Education and Department of Justice, Government of India throughout the year with the active participation of HEIs. UGC-Ministry of Education has nominated National Law University Odisha as the State Coordinator for the State of Odisha.
To mark the culmination of the yearlong celebration, the National Law University Odisha is organising Constitution Day Celebration in the form of Penal Discussion on “Taking Fundamental duties seriously.”
The programme is scheduled on26th November 2020?from?5:00- 06:00 P.M.<?nd it would be graced byHon’ble Mr. Justice Mohammed Rafiq<, Chief Justice Orissa High Court who will deliver the presidential address. Under the aegis of theUGC<,Ministry of Education<and Department of Justice<, Government of India aTeachers Training Programme on Fundamental Duties<<?as organised by?ational Law University Odisha.
The programme was scheduled on7th November 2020 <and was graced byHon’ble Mr. Justice Sanjeeb Kumar Panigrahi<, Judge Orissa High Court.
School teachers from various schools in Cuttack- Bhubaneswar participated in the said training programme and were trained on Fundamental Duties as enshrined in the Constitution of India. ?hey were oriented as to how they can incorporate lessons of fundamental duties in their teaching-learning process with school children.
Inaugurating the programme, Prof. (Dr.) Y P Singh, Vice Chancellor (I/c) of National Law University Odisha, stressed upon the importance of Fundamental Duties in nation building and the responsibility of citizens to perform such duties. He stated that if all the citizens of the county discharge their duties, people wouldn’t be required to fight for their rights, because the rights would then be automatically taken care of. He further emphasised on the fact that imposing sanction and penalising is not the only way of enforcing law, rather sensitising people and inculcating these duties in children from the beginning is equally important.
Prof. (Dr.) Sachidhanandam, Senior Professor, National Law University Odisha pointed out the interface of the rights and duties and how both are correlative to each other. He, further, deliberated on the fact that the human relationship and the relationship between humans and the state form the base for the fundamental duties which co-exist with the rights in a just and fair society.
Justice Panigrahi in his keynote address while quoting Mahatma Gandhi stated that the fundamental duties are equally important as the fundamental rights and form the basis of various legislation. He deliberated on the fact that the citizens are supposed to enjoy their rights and perform their duties coextensively. Further, he highlighted that even when the fundamental duties are not enforceable, the courts have often enforced the duties indirectly by reading them in conjunction with the fundamental rights, especially Article 21 which provides for the right to life and liberty.
Training programme ended with the vote of thanks proposed by Prof (Dr) A Aruna Sri Lakshmi, Chairperson of Academic Coordination at NLUO.

The Constitutional Society of National Law University Odisha, under the aegis of Hon’ble Vice Chancellor (I/C) Prof. (Dr.) Yogesh Pratap Singh successfully organized a webinar on “Human Rights vis-?vis Human Duties During COVID-19 crisis”. The event was graced by some of the eminent legal luminaries of India, which included Mr. Salman Khurshid< (Senior Advocate, Supreme Court of India and an eminent jurist), Dr. Lokendra Malik< (Advocate, Supreme Court of India, and eminent jurist), Prof. (Dr.) R. Venkata Rao< (Former Vice-Chancellor, NLSIU Bangalore), Mr. Sanjiv Sen< (Senior Advocate, Supreme Court of India), and Prof. Manoj Kumar Sinha< (Director, Indian Law Institute, New Delhi). The discussion was moderated by Dr. Sangeeta Roy Maitra< (Assistant Prof. Hoogly Mohsin College).
The event started with a welcome address by Dr. Lokendra Malik as he set-forth the discussion to take place around the importance of the need for people to be aware about their rights and its correlated duties. Mr. Salman Khurshid, who was the keynote speaker, based his opinion on this pertinent issue by laying down the proposition of welfare rights vis-a-vis individual rights during a pandemic emergency (Individual v State). In the backdrop of this proposition, he expressed his concern regarding the dire need to resolve the jurisprudential issue in ADM Jabalpur case. He was followed by another eminent panelist, Mr. Sanjiv Sen, who furthered Mr. Khurshid’s points to state that “emergency can’t be used to suppress dissent”. He also stressed the need for cooperation between the state and its subjects, to achieve the desired objectives; because each has a set of rights and obligation in the form of duties towards each other.
When Prof. Venkata Rao addressed the audience, he expressed concerns of COVID-19 which largely focused on the impact on students in the educational sector. Issues like digital education and the lack of substantial progress in legal education were discussed at length. Prof. Manoj Shukla then touched upon some of the important international organizations like the UN (that India is a member of), and treaties like the Universal Declaration of Human Rights and International Covenant on Civil and Political Rights; to highlight how these documents have recognized the duty of a state towards its citizens along with the need for the state[s] and its subjects to collaborate in protecting human rights. Prof. Yogesh Pratap Singh, summed up the entire discussion to highlight on three broad concerns- a) how not only rights but also duties of every individual along with that of the state is important during an extraordinary challenge; b) that human rights can’t be discussed in isolation, and this is where it becomes important to realize the importance of the objectives of Directive Principles of State Policy and Fundamental Duties; c) and, that we all have a right to do our karma (i.e. duty). In furtherance of this, he touched upon all kinds of issues that worsened during the pandemic, be it the educational sector or migrants’ crisis.
After the highly academic discussion on various constitutional law aspects by some pioneers of the field, the vote of thanks was given by Prof. Sangeeta Roy, acting as the moderator for this event. This event was attended by interested students and other members of the legal fraternity, who must feel privileged to get an opportunity to hear the opinions of some of the finest minds in the field of constitutional law.

“NLUO Signs a Memorandum of Understanding (MOU) with ICSI”
A Panel discussion on Role of Professional Education in current times followed by MoU signing ceremony between NLUO and ICSI took place on October 21, 2020. The MoU for academic collaboration was signed through virtual mode between National Law University Odisha and the Institute of Company Secretaries of India, New Delhi. It covers the activities for jointly conducting various conferences / seminars / workshops / faculty development programmes / trainings and carrying out other activities for the benefits of the students, members and faculty members of the both the organisations. The ceremony was graced with the presence of Sh. Tusharkanti Behera, Hon’ble Minister of State (Independent Charge) Electronics & IT, Sports & Youth Services, Govt. of Odisha. Hon’ble Minister congratulated both the institutes and focused on importance of the role of education in building new Odisha and new India.
?/span>The MOU was signed by CS Ashish Garg, President, ICSI, and Prof. (Dr.) Yogesh Pratap Singh, Vice-Chancellor in-charge, NLUO in the presence of Sh. Tusharkanti Behera, Hon’ble Minister of State (Independent Charge) Electronics & IT, Sports& Youth Services, Govt. of Odisha; Prof. S. Sachidhanandam, Senior Adjunct Professor, NLUO; Prof (Dr.) A. Aruna Srilakshmi, Chairperson ACC; Mr. Mayank Tiwari, Assistant Professor of Law, NLUO, CS Prabhat Kumar Nayak, Chairman, Bhubaneshwar Chapter, ICSI; Dr. S K Jena, Director, ICSI; CS Priyadarshni Nayak, Chairman, EIRC of ICSI. The MOU will go a long way in fostering academics and research between the two institutes and it will promote capacity building in training and employment.

“CONSTITUTIONAL LAW SOCIETY NLUO Organized A Book Launch Of The Book Titled ‘The Supreme Court And The Constitution – An Indian Discourse'”.
On 19th October 2020, The Constitutional Society of National Law University Odisha, under the aegis of Hon’ble Vice-Chancellor (I/C) Prof. (Dr.) Yogesh Pratap Singh successfully organized a Book Launch of the book titled ‘The Supreme Court and the Constitution – An Indian Discourse’ through Virtual Conferencing??he book has been edited by Mr. Salman Khurshid (Senior Advocate, Supreme Court of India and eminent jurist), Dr. Lokendra Malik (Advocate, Supreme Court of India and eminent jurist) and Prof. (Dr.) Yogesh Pratap Singh (Hon’ble Vice-Chancellor (I/C) of NLU, Odisha). The Chief Guest for the prestigious event was Hon’ble Mr. Justice A.K. Sikri (Retired Judge, Supreme Court of India). The Book Launch was honoured with the presence ofProf. (Dr.) Upendra Baxi(Former Vice-Chancellor, University of Delhi and reputed legal scholar), Prof. (Dr.) Ranbir Singh (Founding Vice-Chancellor, National Law University, Delhi and NALSAR University of Law) and Dr. Abhishek Manu Singhvi (Senior Advocate, Supreme Court of India and Hon’ble Member of Parliament). The event was also graced by Mr. Shireesh Sahai (CEO, Wolters Kluwer Publishing Co.).
The prestigious event started with the welcome address by Prof. (Dr.) Yogesh Pratap Singh, in which he recognised the efforts of all the esteemed dignitaries in the making of this book and also acknowledged the contribution of authors of different chapters of the book. The Introduction of the Book was then given by Dr. Lokendra Malik. He emphasised upon the need for the book to do a critical analysis of the Supreme Court Judgments in recent times. This book contains a detailed analysis of the problems present in the judicial system and an attempt has been made to discuss them, in light of bringing more transparency and accountability to the judicial system.Mr. Salman Khurshid then expressed a great deal of respect for Mr. Upendra Baxi.Mr. Salman Khurshid dedicated this book titled ‘The Supreme Court and the Constitution – An Indian Discourse’ to Mr. Upendra Baxi in light of the contributions he has made in the field of law. His major contribution has been to the chapter dealing with the fundamental rights of the individuals, LGBTQ community and minority groups. In Mr. Khurshid’s opinion, this book is an attempt to bring Supreme closer to the people of this country, an attempt to make them understand what the Supreme Court is doing.
Prof. (Dr.) Ranbir Singh then took a holistic approach to explain the impact of this book with the idea of the Rule of Law and the importance of the 3 organs to take efforts to show more concern about the welfare of the people. He highlighted the need for a strong judiciary and how it makes up a vital part in upholding the individual rights of the people.Prof. (Dr.) Upendra Baxithen contributed with the notion of the development of constitutional morality along with political morality in constitutional jurisprudence. He raised extremely intriguing questions concerning judicial activism, the provisions of Directive Principles of State Policy and Judicial Appointments in contemporary times. Dr. Abhishek Manu Singhvi believed that this book succeeded in igniting a discussion on the independence of the judiciary and their accountability.However, this book having been written in the middle of the pandemicmissed out the opportunity of addressing the issues concerning setting up and functioning of virtual courts, the impact of the pandemic on the judicial system and Dr. Singhvi provided valuable input regarding the reality of Virtual Courts based on his own experiences. The Chief Guest, Justice A.K. Sikri then stressed on minority rights as a major challenge that the country is facing and recollected some parts of Dr. Ambedkar’s speeches in the Constituent Assembly Debates. He was of this opinion that this book consists of majorly 2 parts, one dealing with the Supreme Court and the other part dealing with the constitution and what were its vision and philosophy. According to him, this book succeeds in making the readers inquisitive about the subject. As a former Judge of the Supreme Court himself, he recognised the importance of holding Rule of law in high regard whilst bridging the gap between law and society.
After the highly academic discussion on various constitutional law aspects by some pioneers of the field, the vote of thanks was given by Mr. Shireesh Sahai, representing Wolters Kluwer Publishing Co. He recognised the importance of such books and the need for their publishing in order to incite a response and implant an idea in budding lawyers’ minds. This Book Launch event was attended by interested students and other members of the legal fraternity, who must feel privileged to get an opportunity to hear the opinions of some of the finest minds in the field of constitutional law.
