About Mr. Sharad Chandra Sinha
Sri Sharad Chandra Sinha belongs to Lucknow, Uttar Pradesh. He had his education in Lucknow and has a post graduate degree in Physics from the Lucknow University. He joined the Indian Police Service in the year 1975 and was the youngest in his batch. He was allocated to Haryana cadre of IPS where he served till 1985 in various capacities including SSP, Gurugram (then Gurgaon). In 1985 he joined the CBI on deputation and served the organisation till 1990 as Superintendent of CBI, Dehradun and Lucknow respectively. He returned to his parent cadre Haryana in 1990 and served the state as a Deputy Inspector General(DIG) of Police and Inspector General(IG)of Police. During this period he remained posted as DIG, Hisar Range from May 1991 to May 1993. At that time Sikh Terrorism was at its peak and three districts of his Range which bordered Punjab and had substantial Sikh population were very badly affected by the same.
Sh Sinha during this period of crisis led his officers and men from the front and brought the terrorist activities in his Range under absolute control. The Haryana State Government recognised his contribution to restoration of peace and order in the districts of Hisar Range by issuing a Letter of Appreciation to him. During his stint with the Haryana State he also served as DIG, Security, Haryana. During his posting as such, he completely revamped the security of Chief Minister, Haryana, of Chandigarh Civil Secretariat, vital installations of Haryana and Haryana Bhawan Delhi. He also vastly expanded the Commando Training School, Haryana and brought the training imparted by the best police commando training institutions of the country.
Sh Sinha returned to Government of India in 2000 as Chief Vigilance Officer, Bharat Heavy Electricals Ltd(BHEL). He joined CBI on deputation again in 2002 as a Joint Director, Economic Offences Wing, a post which he held till April 2007. During this period he supervised investigation of many sensational and important cases of financial frauds including bank frauds, security frauds, frauds in mutual funds, in civil society organisations and in cooperative group housing societies. During this period Sh Sinha represented CBI on several Joint Working Groups between India and several other countries to combat terrorism. He also represented CBI on the Central Economic Intelligence Bureau an organisation under the Department of Revenue created to facilitate sharing of economic intelligence. He established an Economic Intelligence Cell within the CBI.
Sh Sinha returned to his cadre state Haryana in May 2007 and was posted as Director General, State Vigilance Bureau(SVB), Haryana. While posted as DG, SVB; Haryana he completely revamped its functioning by implementation of several strategies relating to investigation of cases of corruption prevalent in CBI. He gave the infrastructure of State Vigilance Bureau a huge push. He also gave a huge thrust to the training of the investigating officers of the SVB leading to improvement of their knowledge of investigation.
Sh Sinha remained posted as Additional/ Special Director, CBI from March 2009 to February 2010. During this period he lead the team which cracked the Shopian Murder case which had created huge unrest in State of J&K and had attracted attention in the national and international media. It was under his supervision that the criminal case relating to 2G Scam was registered in CBI and he guided the investigation of the case in its initial stage.
Sh Sinha was selected to head the newly created National Investigation Agency (NIA) in February 2010 a post which he held till April 2013. During his tenure as such the NIA got established as a national anti-terror investigation agency and became known for its ethical, fair and completely impartial investigations. It was also during his tenure that the NIA created a space for itself in the national security firmament and became known both nationally and internationally.
Sh Sinha was appointed as a Member of the National Human Rights Commission for a period of 5 years in April, 2013 and he held that post till April 2018. During his tenure with the NHRC Sh Sinha delivered justice to several victims of custodial torture and to several families of victims of death in fake police encounters. He also made several significant interventions in matters relating to health care as a right, right to food, rights of children and juvenile justice, women’s rights, rights of the elderly, strengthening of mental health care infrastructure in the country, and on regulation of prices of drugs on National List of Essential Medicines( NLEM)
After completion of his tenure with NHRC, Sh Sinha continued his work in the field human rights more specially child protection and child rights promotion, first as the Head of Bachpan Bachao Andolan an organisation founded by the Noble Peace Laureate Sh Kailash Satyarthi and then as the Chief Executive Officer of its sister organisation Kailash Satyarthi Children’s Foundation. A post which he held till 31/03/2022.
Sh Sinha has represented India in several international conferences relating to policing as also in conferences relating to human rights. He is a life Member of the Indian Council of Arbitration, Delhi and has done several commercial arbitrations.
Sh Sinha is a recipient of the Indian Police Medal for Meritorious Services and the President’s Police Medal for distinguished Services, the highest decoration which a Indian Police Officer can aspire for.
Sh Sinha lives in Gurugram with his wife Dr Nishi, who has been an educationist. He has two children, a daughter and a son who are both grown up, are married and have children, both of them live in USA.
